UK recruitment software: how to choose for agencies and in-house teams

Most recruitment software sold in the UK does the same core job: it stores candidates, tracks them against vacancies and helps you move them through interviews to an offer. The differences that matter to a UK buyer sit around that core. How the system handles UK GDPR, whether it helps with right to work checks, which UK job boards it posts to, and whether it is built for an agency or for an employer hiring for itself.

This guide covers what to check, the questions to put to vendors, and an honest look at six platforms UK teams shortlist, including where our own product, Hireo, is and is not a good fit.

Transparency note: Hireo is built by BetterQA, a European software testing company. Everything we say about Hireo below is something the product does today. Where it does not do something a UK buyer needs, we say so.

Agency or in-house: decide this first

The single biggest split in UK recruitment software is who the buyer is.

Recruitment agencies need a recruitment database that works as a CRM as well as an ATS. You are managing candidates you may place many times over several years, client companies, contacts at those clients, and the vacancies they give you. You need to send candidates to clients in your own branding, often with contact details removed so the client cannot go around you. Placement and fee tracking, timesheets and back-office integration matter to larger agencies.

In-house teams hiring for their own company need an applicant tracking system. The priorities are a careers page, job posting, structured interviews, hiring manager feedback and reporting on time to hire. You rarely need client management.

Some platforms try to do both. Most do one of them well. Settle which one you are before you book demos, because it removes half the market.

The UK checklist

UK GDPR and the Data Protection Act 2018

Since Brexit, candidate data in the UK falls under UK GDPR and the Data Protection Act 2018, enforced by the ICO. Recruitment data is personal data from the first CV you receive, so any system you buy is processing it on your behalf. Check for:

The EU and UK have mutual adequacy arrangements, so storing UK candidate data in the EU is lawful. Data sent to the US needs its own safeguards, and you should know if any part of the product does that.

Right to work checks

Every UK employer must check that a new hire has the right to work before they start, using the Home Office routes: a manual document check, a Home Office online check with the candidate's share code, or an identity service provider for British and Irish passport holders. Some ATS products build this into onboarding or integrate with an identity service provider. Many do not, and handle it outside the system. Ask which.

UK job boards

For in-house teams in particular, posting to the boards UK candidates use is part of the job: Indeed, LinkedIn, Reed, Totaljobs and CV-Library for most roles, plus sector boards such as NHS Jobs or Civil Service Jobs where relevant. Ask whether posting is native multiposting from the ATS, a paid add-on through a multiposting partner, or manual.

Contractors and IR35

If you place or hire contractors, check whether the system can separate permanent and contract roles and record the status determination you made. Few ATS products do more than store the record; the determination itself is still yours.

Pay transparency

UK candidates increasingly expect a salary range in the advert. A system that makes the range a required field, or at least a visible one, saves arguments later.

ATS vs CRM vs recruitment database: what the terms mean

UK vendors use these words loosely, so it helps to pin them down.

Agencies want all three. In-house teams mostly need the first.

Questions to ask every vendor

1. Where is candidate data stored, and which sub-processors can read it? Ask specifically about AI features that send CV text to a model provider. 2. Can you sign your DPA, and how do you handle a deletion request end to end? 3. How do we record right to work checks, if at all? 4. Which UK job boards do you post to natively, and which cost extra? 5. How do you detect duplicate candidates when the same person applies twice or is sent by two sources? 6. What does it cost in GBP for our number of users, and what is not included? 7. Can we export all our data, in what format, if we leave?

Then test it. Load twenty real UK CVs, including a couple of awkward ones, and see what comes out.

Pricing for all of these changes and is usually quoted per user or per job, so we have not listed prices. Ask each vendor for a quote in GBP for your team size.

Bullhorn

US-headquartered with a large UK customer base among staffing and recruitment agencies. Bullhorn combines ATS and CRM with agency workflows such as placements and client management, and has a wide marketplace of integrations. Best suited to established agencies that need the full agency stack and have the budget and time to implement it.

Workable

An ATS aimed at small and mid-sized employers, with job posting to many job boards built in and a straightforward interface. A sensible default for an in-house team that wants something working this week. Less suited to agencies, because it is organised around the employer's own vacancies.

Greenhouse

A US platform built around structured hiring: scorecards, interview plans and consistent evaluation. Used by larger employers and scaling tech companies. Strong for in-house teams that want process discipline; heavier to set up than smaller tools.

Pinpoint

A UK-built ATS for in-house teams, with a careers site builder and reporting. Worth a look for UK employers who want a local vendor.

Teamtailor

A Swedish ATS known for its careers sites and employer branding, used by many UK employers. Good candidate experience; lighter on agency features.

Hireo

An AI recruitment platform built by BetterQA, which uses it for its own hiring. What it does today:

Where it does not fit, stated plainly:

Best for: agencies and in-house teams whose bottleneck is getting through CVs and presenting candidates, rather than back-office agency operations. There is a 14-day free trial. Get started, book your setup call: a short setup call, then 14 days free.

Which fits your situation

If you are a startup rather than an established UK business, our guide to what a startup needs from an ATS covers that case. Questions UK buyers ask

What is the best recruitment software in the UK?

There is no single best. For established agencies needing CRM, placements and back office, Bullhorn is the common choice. For small and mid-sized employers wanting job posting built in, Workable. For larger employers wanting structured hiring, Greenhouse. For teams whose main problem is the volume of CVs and presenting candidates to clients, an AI-first tool such as Hireo. Decide whether you are an agency or an in-house team first, then shortlist.

What does UK GDPR require from recruitment software?

You need a data processing agreement with the vendor, a clear record of where candidate data is stored and which sub-processors see it, a lawful basis for holding each candidate, and a way to answer subject access and deletion requests. Storing UK candidate data in the EU is lawful because of the UK and EU adequacy arrangements; transfers to the US need their own safeguards.

Does recruitment software handle right to work checks?

Some does, usually through an integration with a certified identity service provider or a built-in document workflow. Many systems, including Hireo, do not, and the check is done outside the ATS using the Home Office manual check, the online share code check, or an identity service provider.

What is the difference between an ATS and a recruitment CRM?

An ATS tracks applicants through the stages of a specific vacancy. A recruitment CRM tracks relationships with candidates and clients over time, independent of any one vacancy. Agencies need both, which is why agency software is often sold as a combined recruitment database. In-house teams mostly need an ATS.

Which UK job boards should recruitment software post to?

For most roles: Indeed, LinkedIn, Reed, Totaljobs and CV-Library. Add sector boards where they matter, such as NHS Jobs for healthcare or Civil Service Jobs for the public sector. Check whether posting is native, a paid add-on, or manual.

Is Hireo suitable for UK recruitment agencies?

For agencies whose bottleneck is processing CVs, matching them to roles and sending branded or anonymised profiles to clients, yes. For agencies that need job board multiposting, right to work checks, or placement and fee management inside the same system, you would need to run those elsewhere or choose a different platform.
